The sponsor's argument

Why Leroy Comrie says this is needed

The Office of Medicaid Inspector General (OMIG) was created with the goal of providing the legislature and the public with more transparent and clear data, and enhancing accountability. Cost reports from licensed home care service agencies are available to the OMIG, but it is neces- sary that they are audited and reviewed carefully. Results from this analysis can offer room for improvement on data collection and highlight regional differences in the administrative costs of licensed home care service agencies.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
