The sponsor's argument

Why Anthony H. Palumbo says this is needed

Chabad at Stony Brook, Inc's omission to file for tax exemption was an oversight, one that if recognized earlier, would have been promptly recertified, This technical error should not burden an organization that has consistently contributed positively to the community.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
