The sponsor's argument
Why Joseph P. Addabbo Jr. says this is needed
As e-bikes and e-scooters become an increasingly common mode of trans- portation across New York State, law enforcement officers are regularly tasked with enforcing a complex and highly technical legal framework governing their use. While these devices are legal under state law, distinctions between classes, speed thresholds, and operational rules are not always readily apparent in the field. This has resulted in inconsistent enforcement, misidentification of lawful devices, and confusion for both officers and riders. This legislation addresses that gap by directing the Division of Crimi- nal Justice Services, in coordination with the Department of Motor Vehi- cles and the Department of Transportation, to develop and disseminate a standardized training video to police departments statewide. By providing clear, visual, and practical guidance on existing law, this legislation promotes public safety, uniform enforcement, and greater clarity without creating new penalties or mandates.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
