The sponsor's argument

Why Monica Martinez says this is needed

People with spina bifida have had issues receiving needed supports and services from the New York State Office for People with Developmental Disabilities (OPWDD) because OPWDD does not consider spina bifida to be a developmental disability by definition. This has resulted in families not receiving needed services or undertaking costly legal actions in order to receive services through OPWDD. This bill will add spina bifida to the list of developmental disabilities eligible for services. Among disabilities currently listed are cerebral palsy, epilepsy, neurological impairment, familial dysautonomia, Prader-Willi syndrome, and autism.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
