The sponsor's argument

Why Mark Walczyk says this is needed

The East Herkimer Volunteer Fire Department located in Herkimer County requested legislation authorizing a change in residency requirements to fill open positions within the Department and further increase recruit- ment and retention levels of volunteers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
