The sponsor's argument

Why Pete Harckham says this is needed

This bill would maintain current license and permit limits. A complete moratorium will be maintained on commercial lobster permits. A substan- tial decline in lobster abundance has resulted from episodes of mortal- ity beginning in 1999, supporting a continued moratorium to prevent new entrants in this troubled fishery.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
