The sponsor's argument

Why Pete Harckham says this is needed

The enactment of this legislation will provide the village of Croton-on- Hudson with a greater ability to enforce appropriate speeds in school zones. Through numerous surveys conducted by the village's Police Advi- sory Committee, speeding has been identified as the most significant public safety problem. Although there are currently officers assigned solely to enforce traffic laws, automated solutions, such as speed cameras, have been proven to consistently reduce vehicle speeds and collisions without requiring constant police presence.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
