The sponsor's argument

Why Pete Harckham says this is needed

The town of Southeast has requested the ability to lease space on the fences of the sports fields at John E. Markel memorial Park for the purposes of advertising in order to increase the revenue of the town's parks and recreation department to improve and better maintain the John E. Markel Memorial Park. Additionally, this may reduce the tax burden on residents of the town.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
