The sponsor's argument
According to the Village of Blasdell, Erie County, declining enrollment of active volunteer firefighters within its Volunteer Fire Department has rendered its ability to meet basic fire protection needs nearly impossible. This home rule legislation, requested by both the Village and the Town of Hamburg, will authorize the adjoining volunteer fire company to provide essential fire protection services to the residents and businesses in said Village.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
