The sponsor's argument

Why Pete Harckham says this is needed

Road salt plays a critical role in maintaining safe winter travel throughout the state. However, research has shown that increasing salt use is contributing to elevated chloride concentrations in lakes, rivers, and groundwater. Chloride contamination is particularly concerning because it is persist- ent in the environment and difficult to remove once present in aquatic systems. The Adirondack Road Salt Reduction Task Force Report identified improved data collection and operational monitoring as key steps neces- sary to reduce environmental impacts while maintaining road safety. Currently, winter maintenance data collection practices vary widely across jurisdictions. The absence of standardized reporting makes it difficult to evaluate statewide trends in road salt use or identify opportunities for improved efficiency. This legislation establishes a modem, data-driven framework for winter road maintenance operations in New York. By standardizing operational data collection, requiring equipment calibration, and enhancing trans- parency, the state can improve winter maintenance efficiency while protecting critical water resources.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
