The sponsor's argument

Why Erik Bottcher says this is needed

Electric vehicles are proving cheaper to power than fossil-fuel-powered vehicles. The number of alternative fuel vehicles on the road in both New York State and across the country has increased considerably over the past decade. Plug-in electric vehicles (those that are powered by an electric fuel cell and can be recharged) are increasingly in demand. The extent to which people switch from fossil fuel powered cars to plug-in EVs will depend significantly on the availability, reliability and accessibility of public EV charging infrastructure throughout our state. This bill will support plug-in EV adoption in our state by those inter- ested but concerned about access to charging, and support increased tourism from plug-in EV drivers from out of state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
