The sponsor's argument

Why Erik Bottcher says this is needed

The Franklin H. Williams Judicial Commission, created to promote equal access and full participation in the court system by persons and commu- nities of color, recently released a report on the crisis in New York City's Family Court. Among the solutions the commission recommended was an increase in Family Court judges statewide, especially in New York City. These new judges will address delays by providing caseload relief to existing judges and reduce the system's reliance on judges elected to Civil Court and temporarily assigned to Family Court, where they may have less interest and less familiarity with the law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
