The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

A number of veterans have come from active-duty having experienced deployment in a combat zone and are now struggling with mental health concerns. Establishing a Missing Vulnerable Veterans at Risk Program, in which a veteran has elected to participate in, would be used to alert law enforcement and the public when such veteran goes missing. This would be a crucial step in upholding our commitment to proving veterans with support that they have earned and deserve after all they have sacrificed for their military service to our nation. We would be joining the states of Colorado, Delaware, Illinois, Indiana, and Wiscon- sin in creating an alert system for missing veterans.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
