Purpose, from the sponsor's memo

This bill separates artificial turf from the definition of carpet under the existing Extended Producer Responsibility for Carpets law and estab- lishes separate standards for collection and recycling of artificial turf, in recognition of distinctions between carpet and artificial turf.
