The sponsor's argument

Why Robert Jackson says this is needed

First responders always answer the call of duty which can include responding to serious and dangerous situations. While they are currently provided with a form of body armor, it has become apparent that their body armor is not replaced. As the shelf life of body armor is deemed 5 years, currently NYC allows EMS workers to work with unsafe and outdated vests. The policy appears to be that the vest you are issued when you start is what you have throughout your career. This failure harms our first responders as their vests cannot do the job of protecting them in the event of an attack. This law would change that policy and ensure that all first responders obtain updated and functioning vests.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
