The sponsor's argument
Why Joseph P. Addabbo Jr. says this is needed
Certified community behavioral health clinics (CCBHCs) play an important role in New York's behavioral health system by providing comprehensive mental health and substance use disorder services, including crisis services and case management. These clinics are designed to improve access to coordinated, community-based care for individuals with behav- ioral health needs. Despite the availability of these services across New York, many indi- viduals and families remain unaware of the resources offered through CCBHCs or how to access them. Increasing public awareness of these clin- ics can help ensure that individuals who need behavioral health services are able to locate and utilize appropriate care. This legislation directs the relevant state agencies to develop a coor- dinated statewide public awareness campaign to educate the public about the services available through CCBHCs and how to access them. The campaign will also help reduce stigma associated with seeking behavioral health treatment, which remains a significant barrier to care.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
