The sponsor's argument

Why Erik Bottcher says this is needed

Joint Bidding makes it possible to complete coordinated public right of way projects that also include other infrastructure upgrades. This would be the third time since 2014 that the authorization has been extended.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
