The sponsor's argument

Why Cordell Cleare says this is needed

The OMH and the OPWDD provide valuable services to individuals with a mental health diagnosis or with a developmental disability. These services were implemented with the intention of serving all New Yorkers. However, without providing materials in the twelve most common non-En- glis languages in the state, there will be barriers to treatment and supports to those who are not proficient in the English language. This bill would increase access to services and supports provided by the OMB and OPWDD by requiring the commissioner of the office of mental health and the office for people with developmental disabilities to provide language assistance services for non-English individuals, including but not limited to documents, forms, and materials being made available in the twelve most common non-English languages in the state of New York, as determined by United States census data.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
