The sponsor's argument
Why Christopher Ryan says this is needed
According to the Office for the Aging's Master Plan, many landlords across the state lack a complete understanding of their legal obli- gations and responsibilities to provide home modifications, specif- ically, for their elderly and/or disabled tenants. This legislation would ensure landlords are informed of their legal responsibilities to provide their tenants with the accommodations necessary to navigate their place of residence. By providing a publicly accessible state resource that outlines the law and fiscal reality of these modifications, the state can ensure that landlords are better informed, reduce housing discrimination, prevent rigorous litigation battles, and support New York's elderly and disabled population.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
