The sponsor's argument
Why Peter Oberacker says this is needed
The Roscoe Central School District and the Livingston Manor Central School District reorganized under Article 37 of the New York State Education law to create the Rockland Central School District. The effec- tive date of the centralization is July 1, 2025. The old entities were dissolved on June 30, 2025. As a new entity, the Roddand Central School District was required to elect participation in the New York State Local Retirement Systems (NYSLRS). The district failed to elect to do so by the July 1, 2025, deadline. However, they began deducting employee pension contributions during this time The district then elected to enroll in NYSLRS beginning January 1, 2026. The Rockland Central School District was therefore not enrolled in NYSLRS from July 1, 2025, to January 1, 2026, resulting in eligible employees not receiving proper retirement credit or benefits for service rendered during this period This bill remedies the gap by retroactively enrolling the district as of July 1, 2025.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
