The sponsor's argument

Why Siela Bynoe says this is needed

Victims of violent crimes are often not made aware of available state- wide programs and support services. This bill seeks to correct that inadequacy by requiring the Office of Victim Assistance to provide victims and/or surviving family members a listing of statewide victim assistance programs that offer crisis intervention, advocacy, coun- seling, and other victim support services.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
