The sponsor's argument
Why Jessica Ramos says this is needed
Section 3458 of the Insurance Law was enacted to permit those policy- holders who have consented to receive notices electronically to allow insurance companies to provide those notices electronical- ly.Unfortunately, this same consent does not apply to the provisions of the Workers' Compensation law, so policyholders do not have the ability to receive all information electronically if that is their preference. This legislation seeks to remedy that by allowing notices required under the Workers' Compensation Law to be provided electronically as long as the provisions of Insurance Law 3458 have been followed.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
