The sponsor's argument
Why Brian Kavanagh says this is needed
Like many New Yorkers, residents of cooperative housing face significant barriers to accessing affordable health insurance. While employers and other organizations offer group coverage, residential cooperatives are not clearly included among the entities that may sponsor group accident and health insurance plans for their shareholders. Cooperative housing corporations represent communities with established governance structures and a shared interest in promoting the well-being of their shareholders. Allowing these entities to sponsor group coverage could expand access to affordable insurance options, particularly for individuals who are self-employed, retired, or otherwise lack employer- sponsored coverage.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
