The sponsor's argument

Why Patricia Fahy says this is needed

South End Children's Cafe is a not-for-profit tax-exempt organization that recently acquired property in the City of Albany. Existing law authorizes tax exemptions to be granted after the taxable status date has passed if thereafter a bill is chaptered authorizing an assessor to accept the late application.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
