Purpose, from the sponsor's memo

Section one authorizes Erie County Deputy Sheriffs Nicholas Cervoni, Thomas Makin, and Sarah Murphy to participate in the optional twenty year retirement plan, due to reasons not ascribable to their own negli- gence failed to make timely application to participate in such plan, upon filing a request with the state comptroller on or before June 30, 2027. Erie County must elect by filing with the state comptroller within three months of the effective date, a resolution of the Erie County legislature together with a certification that such deputy sheriffs did not bar themselves from participation in such retirement plan as a result of their own negligence. § 2. All past service costs are borne by the County of Erie. § 3. Sets forth the effective date.

The sponsor's argument

Why Patrick M. Gallivan says this is needed

Erie County Deputy Sheriffs Nicholas Cervoni, Thomas Makin, and Sarah Murphy have dedicated their careers to public service and the protection of Erie County residents. Through no fault of their own, these deputies were unable to timely enroll in the optional twenty-year retirement plan. This legislation provides a limited and appropriate remedy that recognizes their service by authorizing participation in the plan, with all associated costs borne by the County of Erie.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
