The sponsor's argument
Why Andrew J. Lanza says this is needed
This proposed legislation would reduce the Normal Retirement Age by four months for each year of qualifying service earned on or after January 1, 2009 for certain Triborough Bridge and Tunnel Authority (TBTA) members, allowing such members to retire without a reduction for early commence- ment prior to age 62 in the case of Tier 4 members and prior to age 63 in the case of Tier 6 members, but no earlier than age 55.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
