The sponsor's argument
Why Andrew Gounardes says this is needed
Prior to the COVID-19 pandemic, the New York Times and other publica- tions highlighted the demanding working conditions for employees of large publicly traded pharmacies. However, state regulators had diffi- culty addressing these issues because there was no distinction in the law among the independent retail pharmacies and the large multi-state operators. This bill creates the "chain pharmacy" designation which will allow the State Education Department to regulate the practice conditions of this sector in a more surgical manner.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
