The sponsor's argument

Why Pete Harckham says this is needed

Due to clerical oversight, Mr. Mendel was not credited for over 30 years of volunteer service. This bill provides him with the earned LOSAP bene- fits and corrects an unfair omission in recordkeeping.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
