Purpose, from the sponsor's memo

Section one and two amend the civil service law to include certain village bargaining units in Rockland County among those eligible for binding arbitration in the event of an impasse- specifically those with collective bargaining agreements expired for at least seven years. Section three amends the civil service law to ensure that such bargain- ing units are eligible for assistance from the Public Employment Relations Board (PERB), including binding arbitration, upon a determi- nation that an impasse exists. Section four adds a new paragraph to clarify that, for these specific bargaining units, arbitration panels are not restricted in issuing awards that cover both retroactive and prospective years of an agree- ment. Section five sets the effective date.

The sponsor's argument

Why Jessica Ramos says this is needed

In certain villages in Rockland County, public employees have been work- ing under collective bargaining agreements that have been expired for more than seven years, with no effective mechanism to bring negotiations to resolution. Employees working under long-expired contracts face prolonged uncertain- ty and lack access to negotiated improvements in wages, benefits, and working conditions. This legislation provides a narrowly tailored remedy by granting these employees access to binding arbitration. Doing so ensures that long- stalled negotiations can be resolved and that workers have an opportu- nity to obtain updated agreements after years without progress.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
