The sponsor's argument

Why Lea Webb says this is needed

New York State is facing a struggle for families to find affordable and readily available child care services which limits economic growth across the state, especially in rural New York. In turn, school districts often have unused classrooms due to a lack of teachers and staff. This open space is being wasted, while it could be used to bene- fit other child services including daycare. At this time, school grounds are restricted to only school students and district approved employees. This bill would allow for the unnecessary legal barriers to be removed, to bridge the gap of the lacking child care services across New York State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
