The sponsor's argument

Why Monica Martinez says this is needed

Christian Congregation of Long Island is a religious not-for-profit corporation who qualifies for real property tax exemption status. The church's previous tax-exempt status lapsed in 2023 and this bill would authorize the assessor of The Town of Babylon to accept and review an application from the Christian Congregation of Long Island for tax exempt status beginning in 2023 as if it had been received on or before the taxable status dates established for such rolls.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
