The sponsor's argument
Why Leroy Comrie says this is needed
Cemetery corporations are currently required to submit major renovation and major alteration applications to the New York State Division of Cemeteries for approval of proposed projects on cemetery grounds. This process and what projects are, subject to this process are part of rules and regulations established by the Division. However, this process does not include clear timelines that would allow cemeteries to properly plan the execution of such projects and organize proactive communications with individuals owning or considering the purchase of plots. In order to facilitate a more transparent process for applicants, this bill would codify existing regulations while also establishing time- frames that will require the Division of Cemeteries' action on applica- tions submitted for major alteration or major renovations. Finally, changes are also implemented to existing annual reporting requirements to address cemetery corporation's challenges with the existing deadlines. While cemeteries often seek extension requests from the board without issue, the changes for annual report submissions should allow cemeteries to be able to meet their reporting requirements without extensive delays or need for extension requests.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
