The sponsor's argument
Why James Skoufis says this is needed
Homeowners' insurance endorsements are offered to homeowners to bridge gaps in coverage for clients in unique situations or with specialized interests. Endorsements like the "Equipment Breakdown" endorsement is a common offering for policies, but often new homeowners are unaware of its existence until they could benefit from that specific coverage in their policy, at which point, it is often too late. By amending the insurance law in requiring insurers to disclose all available endorsements in plain language for homeowners' liability insurance policies, homeowners will know exactly what coverage is offered by insurance providers, before they finalize the coverage.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
