The sponsor's argument

Why James Skoufis says this is needed

Public authorities and public benefit corporations are corporate instru- ments of the State created by the Legislature to further public inter- ests. In New York, these authorities are responsible for the development operation and maintenance of critical public infrastructure, including bridges, roads, utilities, and parks. New Yorkers deserve assurances that these entities are acting in the public's best interest. This legislation provides more oversight powers to the Authorities Budget Office to improve public authority governance and create greater transparency and accountability to taxpayers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
