The sponsor's argument

Why William Weber says this is needed

Rockland County and the Town of Clarkstown is home to some of the most pristine land in all of New York State. The town has worked for years to ensure responsible development/ while preserving open space/ and safe- guarding its natural resources. This legislation would authorize the town to establish a land trust to help raise critical funds for the express purpose of preserving open space for future generations, protecting historic places and properties/ and creating recreational opportunities for Clarkstown residents. This legislation is critical to help preserve the scenic beauty of Clarkstown.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
