The sponsor's argument

Why Patricia Canzoneri-Fitzpatrick says this is needed

The village of New Hyde Park, located in Nassau County, purchased parcels of property on October 17, 2024, for municipal use. The village was exempted from real property taxes for the 2025-2026 tax year but received notice of unpaid taxes from the county for the 2024-2025 tax year. The bill will correct this and alleviate the village from being obligated to pay these taxes.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
