The sponsor's argument

Why Pete Harckham says this is needed

Breanne Smith who is a tier 4 member of the New York city employee retirement system faced some issues transferring her retirement over to the New York state and local employees' retirement system. This bill would fix those issues.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
