The sponsor's argument
Why George Borrello says this is needed
Municipalities across New York State, particularly smaller and rural communities, continue to face challenges in recruiting and retaining qualified law enforcement personnel. Restrictive residency requirements can significantly limit the pool of eligible candidates, making it more difficult to maintain adequate staffing levels. The Village of Medina has experienced such recruitment challenges. By expanding the permissible residency area, this legislation will allow the village to attract a broader and more competitive pool of qualified candidates while maintaining a reasonable geographic connection to the community. This approach balances operational needs with community interests by ensuring that officers remain within a proximate region, thereby preserving familiarity with local conditions and enabling timely response when needed. Similar residency flexibility has been granted to other municipalities in New York State facing comparable workforce shortages. This bill provides a tailored solution specific to the Village of Medina without altering residency requirements for other jurisdictions.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
