The sponsor's argument

Why Peter Oberacker says this is needed

The intent of this law is to protect and prevent animal cruelty. In a growing trend, individuals are trying their hand at farming. However, without proper education and training in animal husbandry, new farmers are overwhelmed with what is required for taking care of animals. The workshops would focus on proper animal welfare in agricul- ture, including establishing consistent feeding schedules with access to clean water, general daily care, establishing a relationship with a large animal veterinarian and maintaining safe and secure shelter for the animals, while further ensuring secure fencing to prevent escape and injury. Some instances new farmers face is the lack of understanding of the costs involved for purchasing hay and grain, daily general care, veteri- nary care and costs to maintain proper shelter. This bill will raise awareness for responsible animal care, according to animal welfare guidelines, while reducing neglect, confiscation of and/or sometimes death of the animals.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
