The sponsor's argument

Why Joseph P. Addabbo Jr. says this is needed

In an ever-expanding digital age, municipalities and motorists are becoming reliant on digital parking payment, or "Pay to Park," applica- tions that are available on mobile devices. These applications allow a motorist to conveniently pay for parking on public streets in the same manner as a parking meter. However, these applications fail to relay adequate notice of applicable parking restrictions as many munici- palities still use physical signage to communicate such restrictions. For motorists who are unfamiliar with the local area, or in instances where the physical signage has not been properly affixed, such motorists can be faced with parking violations such as ticketing or towing penal- ties. Clearer communication through the application is a simple, yet effective, solution. To mitigate confusion and prevent financial stress for motorists, this bill requires any municipality or parking authority that utilizes a digital payment parking application to notify, in clear and conspicuous text, all applicable parking restrictions for the selected parking zone prior to payment. In addition to communicating applicable parking restrictions, the application must provide clear notice that if a user proceeds to violate such restrictions, they may be subject to penalties under state law, ensuring the motorist is undeniably aware of potential consequences. The provisions of this bill do not impede or invalidate a municipality's ability to enforce or issue parking violations pursuant to applicable law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
