The sponsor's argument

Why Siela Bynoe says this is needed

The Town of Hempstead is seeking a retroactive exemption for a parcel located in the hamlet of West Hempstead, formerly known as the Capri Motel. This correction will ensure the Town of Hempstead is issued a refund on taxes paid and the Town can recoup these funds.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
