The sponsor's argument

Why Joseph A. Griffo says this is needed

It is crucial that careless drivers are held accountable for their actions. Distracted driving is becoming more of a problem each day with people paying more attention to their phones and other distractions rather than what is happening around them or on the road. Not only does this put other drivers and pedestrians at risk, but also the driver and any passengers in their car. With many distracted drivers who have chil- dren in the car as their passengers, it is important that we discourage drivers from engaging in dangerous and careless practices and place more attention on the road and their surroundings so they can better keep themselves and others safe while driving.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
