The sponsor's argument

Why Rachel May says this is needed

Recent federal action significantly reduced federal incentives that have helped make zero-emission vehicles affordable for New Yorkers. This legislation ensures that New York can support clean energy efforts by strengthening state-level rebates to partially offset the loss of feder- al incentives. New York's Zero Emission Vehicle and Clean Burning Fuel Vehicle Rebate Program is administered by the New York State Research and Development Authority and is funded by the Clean Energy Fund and the Regional Green- house Gas Initiative. The rebate program does not rely on any funds from the general budget, and increasing the rebate amount would have no fiscal impact upon the state's finances.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
