The sponsor's argument

Why Pete Harckham says this is needed

Our veterans are an important asset to the safety and security of our country. In consideration of their valuable contributions, NYS allows retired veterans to buy back up to three years of their military service time for pension credit. The records of the New York City Fire Pension Fund indicate that Mr. Hartnett has already purchased approximately two years and five months of military service credit, which is already reflected in his current annual pension. This legislation would entitle him to purchase an additional seven months of service, to bring him up to a maximum of three years of total military service.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
