The sponsor's argument

Why Christopher Ryan says this is needed

The Liverpool Fire Department has had difficulty recruiting members from their district and are close to exceeding the forty-five percent cap. This bill would allow them to hire non-resident members to address a staffing shortage.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
