Purpose, from the sponsor's memo

This bill seeks to allow the community of Harlem to plan for the future, in terms of local economic development, through a real, community-driven process, as opposed to a top down approach.

The sponsor's argument

Why Cordell Cleare says this is needed

Most modern economic development in Harlem has failed because it was not community-led. It has been driven by Empowerment Zone Incentives, vestigial efforts by ESDC and its associated subsidiaries and so forth. None of those approach take a holistic look or involve a long term assessment. Roofs are leaking and ceilings are falling down just as the tax credits expire. This is not a coincidence. Harlem is one of a kind and deserves one of a kind planning led by our community.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
