The sponsor's argument

Why Jamaal Bailey says this is needed

This bill seeks to establish a consistent regulatory framework for the travel insurance industry in New York State. This act would create uniform definitions, expand and codify the ability to write travel insurance as a blanket or group product, clarify the payment of premium taxes, setting out permitted and prohibited sales practices, and gener- ally reducing regulatory confusion. Insurance regulation in the United States is managed on a state-by-state basis. If an insurer wants to sell products to customers in more than one state, they may encounter additional bureaucracy and expenses to ensure compliance in all of them. The New York Travel Insurance Act seeks to put New York's travel insurance regulations in line with 40 other states that have already adopted a similar framework. 2025: S5304

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
