The sponsor's argument
Why April Baskin says this is needed
The Climate Leadership and Community Protection Act (CPLCPA) was passed by the Legislature in 2019 to empower New Yorkers to fight climate change in their communities. The Division for Small Business is tasked with providing small businesses with information, advice and other kinds of assistance. This bill specifies that the division must work with other state agencies to advance the CLCPCA's agenda by developing a program to assist small businesses in obtaining information and resources to conduct energy audits, retrofit existing buildings to be energy efficient and convert to transportation modes and equipment that conserve energy.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
