The sponsor's argument

Why Steve Rhoads says this is needed

It is in the public's best interest for municipalities to maintain and make available records of notes of defect. The availability of electron- ic record keeping greatly eases the burden on municipalities to maintain records for an indefinite period of time. Updating the statue to extend the times for records to be maintained increases transparency while providing no additional burden.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
