The sponsor's argument

Why James Skoufis says this is needed

Private entities operating in New York State have been entering into contracts with federal immigration enforcement agencies to provide detention facilities, office space, logistical support, and other services. Despite the significant public interest in these arrangements and U.S. Immigration and Customs Enforcement's presence in New York, there is currently no centralized, publicly accessible mechanism for New Yorkers to identify which entities are contracting with ICE, the nature of those contracts, or where those activities are taking place. This lack of transparency makes it difficult for communities, policymak- ers, researchers, and advocates to understand the scope of federal immi- gration enforcement activity occurring through private actors within the state. It also limits public oversight of arrangements that may have substantial impacts on local communities, public safety, and civil rights. This legislation establishes a straightforward reporting and disclosure framework for private entities that enter into contracts with ICE. By requiring contracts with ICE to be filed with the Department of State and published in a publicly accessible database, the bill enhances transparency without restricting lawful business activity or interfering with federal operations. The measure simply ensures that information about these contracts is available to the public in a clear and consistent manner. Improved tran- sparency will allow New Yorkers and their elected representatives to make informed decisions, engage in meaningful public dialogue, and ensure accountability when private entities conduct business related to federal immigration enforcement within the state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
